The Korea Information Society Development Institute (KISDI) and the Korea Media and Communications Commission (KMCC) held the launch ceremony of the Second Public-Private Consultative Body on User Protection in Artificial Intelligence Services in Seoul on May 12. The first meeting was also convened under the theme, "Institutional Improvement Measures for Protecting Children and Adolescents in Artificial Intelligence Services."

The second-term consultative body consists of 35 experts from academia, industry, the legal profession, and civil society organizations. Professor Lee Won-woo of Seoul National University was appointed as Chair.

Since 2021, the KMCC has operated the Public-Private Consultative Body on User Protection in the Intelligent Information Society. In 2024, it was reorganized and expanded into the Public-Private Consultative Body on User Protection in Artificial Intelligence Services in response to changes in the AI environment.

Intelligent information services refer to services based on emerging technologies such as artificial intelligence, the metaverse, big data, the Internet of Things, and cloud computing.

During its first two years of operation, the first-term consultative body discussed policy directions related to emerging user protection issues arising from the introduction of diverse AI services and proposed policy responses based on soft regulatory approaches, including the development of relevant guidelines.

The newly launched second-term consultative body is expected to focus on examining adverse effects associated with AI services that have recently emerged as significant social concerns. It will discuss specific institutional improvement measures as well as efficient and reasonable technology-based regulatory approaches.

At the first meeting, Professor Kwon Eun-jung of Gachon University delivered a presentation on the current status of illegal and harmful information generated through AI services affecting children and adolescents, global regulatory trends, and directions and challenges for improving domestic systems.

During the panel discussion that followed, members representing industry, the legal profession, academia, and civil society shared technological and institutional approaches to protecting children and adolescents. They also exchanged views on policy measures aligned with international standards by drawing on overseas cases related to child and adolescent protection.

Professor Lee Won-woo of Seoul National University, who serves as Chair of the consultative body, noted that there is growing recognition that children and adolescents are being exposed to various risks as AI services become increasingly sophisticated. He emphasized the need for continued discussion and cooperation to ensure that the diverse perspectives presented during the meeting lead to practical policy measures.

Kim Jong-cheol, Chair of the Korea Media and Communications Commission (KMCC), also attended the launch ceremony. He noted the importance of minimizing unnecessary burdens that could hinder AI innovation while establishing essential safeguards for the protection of children and adolescents. He further stated that the activities of the consultative body would contribute to creating a safe and trustworthy environment for the use of AI services.
