The Korea Information Society Development Institute (KISDI), together with the Ministry of Science and ICT (MSIT) and the National Information Society Agency (NIA), held the launch ceremony of the Artificial Intelligence (AI) Social Policy Forum on April 27 at Grace Hall of EL Tower in Yangjae, Seoul. Approximately 100 participants, including forum members, representatives from related organizations, and members of the public, attended the event.

Marking the 10th anniversary of the match between AlphaGo and professional Go player Lee Sedol in March 2016, the Ministry of Science and ICT established the forum to examine various issues arising from the structural changes that artificial intelligence is bringing to society. Through discussions among experts from diverse sectors, the forum seeks to explore practical policy responses to these emerging challenges.

Professor Lee Sang-wook of Hanyang University, Department of Philosophy, serves as Chair of the forum. The forum consists of 42 members, including experts in artificial intelligence as well as representatives from academia, industry, civil society organizations, and the public sector. It is organized into three subcommittees: Technology and Norms; Coexistence and Innovation; and Society and Trust. The subcommittees are expected to examine key issues such as creators' rights and training data, AI transparency, AI and employment, and youth protection and overdependence on AI. The forum plans to finalize its discussion agenda, invite additional experts as needed, gather views from the National Assembly, relevant ministries, and the public, and review policy response measures based on the outcomes of these discussions.

The ceremony opened with a commemorative video reflecting on the 10 years since AlphaGo. The video reviewed the impact of the 2016 AlphaGo–Lee Sedol match, changes in Korean society following the spread of generative AI, and the government's responses, including the enactment of the Framework Act on Artificial Intelligence. It concluded with the message, "Ten Years of Artificial Intelligence: Asking What Comes Next."

The program continued with opening remarks by Forum Chair Lee Sang-wook, welcoming remarks by Bae Kyung-hoon, Deputy Prime Minister and Minister of Science and ICT, and a congratulatory video message from Professor Dennis Hong of the University of California, Los Angeles (UCLA). In his video message, Professor Hong welcomed the launch of the forum and emphasized the importance of serious discussions on the broad societal impact of artificial intelligence.

A collaborative performance titled "A Promise to Dolphin Village" was also presented. The performance transformed and expanded children's drawings and letters into a real-time AI-generated music video experience.

The event further included a presentation on the forum's operational plans by Jung Wook MOON, Director of the Artificial Intelligence Policy Research Division at KISDI. This was followed by presentations from Professor Min-Ki Kim of the KAIST College of Business, titled "Industrial Structure and Market Order Reorganization in the Expansion of Artificial Intelligence (AI)," and Professor Eun-Ju Lee of Seoul National University, Department of Communication, titled "What Makes Artificial Intelligence Trustworthy?"

During the ceremony, Minister Bae Kyung-hoon noted that artificial intelligence is rapidly transforming industrial structures and social systems that had long been taken for granted. He expressed hope that the Artificial Intelligence (AI) Social Policy Forum would help guide discussions toward a better future for society.

Forum Chair Lee Sang-wook also remarked that the issues addressed by the forum are not easy to answer yet cannot be avoided. He stated that the forum would seek to translate these issues into the language of social consensus and serve as a bridge in communicating them to society as a whole.
