On June 17 (Monday) at 10am, the Korea Information Society Development Institute (KISDI, President Kim Dae-hui) held the kick-off meeting and expert seminar for ‘Cambodia’s Reallocation of the 700MHz Frequency Spectrum & Spectrum Auction Policy Consulting by Invitation’ at the small conference room on the 4th floor of the KISDI office in Jincheon, Chungcheongbuk-do Province.

The invitation consulting meeting lasted from June 16 (Sunday) to June 22 (Saturday), 2019. The Cambodian delegation to the meeting included Vice-Minister Sinawong Sang of the Ministry of Post and Telecommunications (MPTC) and six other civil servants who work in the telecommunications field. During the consulting period, the Cambodian delegation visited various national frequency-related organizations to observe the state of the ICT industry in South Korea. The detailed consulting program also included seminars designed to share our experience and know-how with the visitors, during which they sought advice on frequency spectrum reallocation and policies for transitioning to digital systems.

At the start of the kick-off meeting, Lee Jong-hwa, the head of the International Organization Cooperation Group, welcomed the Cambodian delegation and promised them that KISDI would do its best in reallocating Cambodia’s frequency spectrum and in formulating policies for the country’s digital transition. He said that he hoped the policy consulting program would enhance understanding between the two countries and serve as an opportunity to discuss further cooperation in the future.

During the consulting period, the Cambodian delegation will visit a number of organizations, including ETRI, the MBC Broadcasting Center, the SKT Exhibition Center, the Samsung Innovation Museum (SIM), the Communications Conformity Assessment Center of the National Radio Research Agency, the KT Innovation Center and the KT 5G Open Lab, and take part in seminars at each institution. During the invitational consulting program, the Cambodian delegation will be able to discuss South Korea's frequency management policy and the current state of its frequency allocation, and learn more about South Korea’s experiences with digital transition. KISDI plans to hold a final workshop in Cambodia as the second leg of the consulting program, where it will provide answers to the issues raised by the delegation during their Seoul visit. Adopting a structured approach, KISDI will deliver the right recommendations for the auction policies and reallocation of Cambodia’s 700MHz spectrum.
