On December 28, KISDI held the “Fourth Industrial Revolution and Innovative Growth Conference” at the K Hotel in Seoul.

The role and agenda of ICT for innovative growth is a topic that KISDI has been studying in preparation for the Fourth Industrial Revolution, which will be an era of technological innovation leading to great industrial and social changes and innovations. The conference was organized for the purposes of forming a policy consensus on the subject of ICT’s role and agenda for innovative growth and - through the sharing of expert opinions - debating the direction which the government’s key ICT policies and detailed plans must take.

This conference was divided into two sessions, namely, ICT Fusion and New Industry Vitalization, and Advancement of the Broadcasting and Telecommunication Service Base.

The opening speech was given by Lee Kyung-il, the CEO of Saltlux, who is also a civilian member of the Presidential Committee on the Fourth Industrial Revolution. In his speech titled ‘Tasks for AI-based Innovative Growth, CEO Lee outlined the key tasks for innovative growth in the era of the Fourth Industrial Revolution.

 [Session 1] In Session 1, Group Leader Jeong Hyuk of KISDI took the podium as the first speaker and gave a talk on the topic of ‘Challenging Tasks Facing the ICT Industry in the Era of the Fourth Industrial Revolution: Long-term Trend Perspective'. He examined the strategies adopted by the ICT industry from a long-term perspective as it faces the dawn of the Fourth Industrial Revolution. He called for a restructuring of the current R & D efforts which are very much centered on ICT manufacturing. He emphasized the need to expand and improve the competitiveness of the research and development efforts in the ICT service sector and the software industry.

As the second speaker at the conference, Researcher Kang Jun-mo of KISDI discussed the topic of ‘The 4th Industrial Revolution and Regulatory Reform’ in which he analyzed the characteristics and related regulatory issues of the Fourth Industrial Revolution from the perspective of regulations. He stressed the need for a complete transformation of the regulatory paradigm in order to energize the growth of the new industry of ICT fusion.

Researcher Cho Sung-eun of KISDI was the third speaker at the conference. In a presentation on the topic ‘Ways of Improving the Use of Information under the Legal System Erected to Protect Personal Information’, he examined the impediments to vitalization of the data industry and the utilization of information in the era of the Fourth Industrial Revolution. He then suggested his ideas on the direction the current legal framework for personal information protection should take and the way it should be shaped.

In the debate session, which was moderated by Professor Lee Won-woo (Seoul National University), Professor Moon Sung-bae (Kookmin University), Director Lee Su-il (KDI), Researcher Cha Du-won (KISTEP), and Secretary-General Choi Sung-jin (Korea Internet Corporations Associations) discussed the role of ICT, and the government’s policy direction and strategies for innovative growth in the era of the Fourth Industrial Revolution.

[Session 2] In Session 2, Researcher Lee Min-seok gave a presentation as the first speaker on the topic ‘A Study on How to Vitalize IoT', in which he talked about four aspects of the IoT - market entry, building an ecosystem, nurturing the growth of the ecosystem, and user types.

The second speaker, Researcher Kim Deuk-won of KISDI, gave a presentation on the topic ‘Trends and Implications of Frequency Auction for the 5G Frequency Band' in which he examined the different schemes of the anonymous block auction system and discussed the policy implications for 5G frequency band auctioning.

The third speaker was Group Leader Lee Jae-young of KISDI, who gave a presentation on the topic ‘The Impact of the 4th Industrial Revolution on Broadcasting'. He discussed how the Fourth Industrial Revolution will affect each aspect of broadcasting, as well as the legal framework for a broadcasting platform that takes into account changes in the broadcasting industry triggered by technological evolution, the outsourcing of production, talent nurturing, policies, and the direction in which regulations for the protection of personal information must be oriented.

In the debate session, which was moderated by Professor Kim Young-gyu (Hanyang University), Professor Lee Dong-ryul (Sungshin Women’s University), Managing Director Lee Sung-chun (DIGIECO), Professor Choi Yong-jae (Hankuk University of Foreign Studies), and Professor Hwang Yong-suk (Kunkuk University) discussed in-depth strategies for advancing the country’s broadcasting and telecommunication services.
