The Korea Information Society Development Institute (KISDI, President Sangkyu Rhee) held the Second AI Law and Policy Forum on June 5 at the Conference Hall of Lee & Ko in Seoul under the theme, "Legal and Policy Challenges for Building a National Innovation Foundation in the AX Era."

The forum was jointly organized by four institutions actively engaged in AI law and policy research in Korea: KISDI, Lee & Ko, the Korean Association for Information and Communications Law, and the Korean Association of Data and AI Law and Policy. The event was organized to examine key issues related to artificial intelligence and discuss future policy directions.

As AI transformation accelerates and the Framework Act on the Development of Artificial Intelligence and Establishment of a Foundation for Trust enters into full implementation, the design of implementation systems and follow-up institutional measures has emerged as an important policy issue. The forum examined directions for improving the Framework Act on Artificial Intelligence, legal issues and challenges related to AI security, and balanced regional development from the perspective of AI readiness. Discussions focused on legal and policy responses to support trustworthy AI innovation.

During the opening ceremony, opening remarks were delivered by Seong-Yup Lee, President of the Korean Association for Information and Communications Law and Professor at Korea University, and Seung-Woo Son, President of the Korean Association of Data and AI Law and Policy and Senior Advisor at Yulchon LLC. Welcoming remarks were provided by Sangkyu Rhee, President of KISDI, and Young-Soo Kang, Managing Partner of Lee & Ko. Congratulatory remarks were delivered by Kyung-Man Kim, Director General for AI Policy at the Ministry of Science and ICT, and Seok-Young Jang, Advisor at Lee & Ko and former Second Vice Minister of the Ministry of Science and ICT.

The forum included three presentations followed by a panel discussion.

In the presentation session, Professor In-Kook Kye of Korea University's Graduate School of Public Administration presented on "Directions for Improving the Framework Act on Artificial Intelligence." Attorney Se-Jin Jeong of Lee & Ko presented on "Legal Issues and Challenges in AI Security," and Eutteum Lee, Associate Fellow at KISDI, delivered a presentation titled "Balanced Regional Development through AI Readiness: Assessment and Policy Challenges."

The panel discussion was moderated by Seong-Yup Lee. Participants included Ko Hwan-Kyung, Attorney and Head of the Tech & AI Team at Lee & Ko; Won-Jun Jeong, Senior Research Fellow at Lee & Ko; Professor Seung-Min Lee of Sungkyunkwan University Law School; Attorney Tae-Young Noh of Kim & Chang; Professor Dong-Young Kim of Kookmin University; Seok-Ham Sung, Head of Business Cooperation at SK Telecom; and Jin-Soo Lee, Director General for AI Policy Planning at the Ministry of Science and ICT. The discussion examined a range of legal, policy, industrial, and regional issues related to AI governance and innovation.

Seong-Yup Lee, who planned the forum, noted that the design of legal and policy frameworks supporting technological innovation will be a critical factor in national competitiveness in the AX era. He stated that the forum was intended to provide an opportunity for academia, industry, the legal community, and government to review post-enactment legislative and policy issues related to the Framework Act on Artificial Intelligence and to discuss approaches that support both innovation and trust.

During the forum, Eutteum Lee, Associate Fellow at KISDI, presented an analysis of regional AI readiness and discussed legal and policy challenges related to balanced regional development based on differences in AI capabilities across regions.
