A seminar on the theme of "Discussions on AI Ethics Following the Enforcement of the Framework Act on Artificial Intelligence" was held at the Members' Office Building of the National Assembly on March 20, 2026.

During the opening ceremony, welcoming remarks were delivered by Rep. Kim Hyun of the National Assembly, followed by congratulatory remarks from the Korea Information Society Development Institute (KISDI, President Sangkyu Rhee) and a welcome address by Sun Jiwon, President of the Korean Association for Internet Ethics.

Part I consisted of two presentations. Hwihong Kim, Associate Fellow at KISDI, delivered a presentation titled "Designing Legal and Institutional Frameworks for the Realization of an AI-Based Society: Focusing on Strengthening Governance Following the Framework Act on Artificial Intelligence." This was followed by a presentation by Professor Kim Nam-ho of Woosung University titled "Should Artificial Intelligence Be a Subject of Moral Consideration?: Major Perspectives and Their Challenges."

Part II featured a panel discussion moderated by Professor Lee Sang-wook of Hanyang University, with participation from experts from academia, research institutes, and related organizations. The discussion included Professor Moon Gwang-jin of Mokpo National University, Jung Wook MOON, Director at KISDI, Shin Jun-ho, Director of the Telecommunications Technology Association (TTA), Professor Shim Ji-won of Dongguk University, Kim Hye-sook, Director at the Korea Communications Commission, and Choi Woo-seok, Director at the Ministry of Science and ICT. The participants discussed ethical and institutional issues related to artificial intelligence.
