The Korea Information Society Development Institute (KISDI, President Sangkyu Rhee) will host the “2025 AI Research Institutions’ Performance Sharing Symposium” at 1:30 p.m. on Wednesday, September 24, in the Gold Hall of L Tower, Yangjae, Seoul. The event will be held both online and offline under the theme “The Future of the AI Era Opened by the National Policy Think Tank Knowledge Hub.”

This symposium brings together four leading domestic AI research institutions — KISDI, the Korea Legislation Research Institute, the Korea Institute for Administration, and the AI Safety Institute of ETRI — to share research achievements and discuss future policy directions and development strategies.

The event will consist of two sessions. Session 1, titled “AI Safety and Risk – A Strategic Approach to Ensuring Trustworthiness,” will feature Jiyeon Cho, Senior Research Fellow at the ETRI AI Safety Institute; Seongeun Jo, Research Fellow at KISDI; Wongyu Jang, Research Fellow at the Korea Legislation Research Institute; and Jonghan Lee, Senior Research Fellow at the Korea Institute for Administration, as presenters.

These presenters will address a wide range of topics, including self-regulation of AI services, user protection, AI product liability, and product safety.
Notably, KISDI Research Fellow Seongeun Jo will focus on the voluntary efforts of businesses to protect user rights. Specifically, Jo will discuss the development process and significance of the “Guidelines for Protecting Users of Generative AI Services,” released in February, and raise issues regarding the future direction of such industry-led initiatives.

Session 2, titled “AI Innovation and Regulation – Designing the Direction for Normative Responses,” will feature research fellow Seungheon Hong of the Korea Institute for Administration, research fellow Wonjun Jeong of the Korea Legislation Research Institute’s AI Legislation Team, associate research fellow Hwihong Kim of KISDI, and senior research fellow Kyungho Song of ETRI AI Safety Institute. They will present and discuss institutional responses focusing on AI regulation, subordinate regulations under the AI Basic Act, and other regulatory measures.


KISDI Associate Research Fellow Hwihong Kim asserted in his paper that “While it is positive that the AI Basic Act chose a flexible regulation approach based on risk for still-undefined AI systems, to achieve effective protection of fundamental rights it is essential to concretize organizational and procedural measures over the medium to long term.”

The symposium will conclude with a plenary discussion chaired by Kyungjin Choi, President of the Korean Assocation for Artificial Intelligence and Law, and featuring panelists including Jungeon Kim, Vice-President of KISDI, Professor Sangyong Lee of Konkuk University School of Law, Professor Sangcheol Park of Seoul National University School of Law, and Director Seongwon Ahn of the Software Policy & Research Institute. They will engage in a lively exchange of views.
