The Korea Information Society Development Institute (KISDI, President Sangkyu Rhee) and the Ministry of Science and ICT (Minister Kyung-hoon Bae) jointly held the launch ceremony of “the 4th AI Ethics Policy Forum” on Thursday, July 31, at Post Tower in Jung-gu, Seoul. The forum serves as a platform for national dialogue aimed at establishing a responsible ethical foundation befitting the era of AI sovereignty and realizing “AI for All.” It marks the full-scale launch of a public–private governance system engaging diverse stakeholders.

“The 4th AI Ethics Policy Forum” will function as a governance body bridging technology, policy, and society. It will focus on: (1) responding to emerging domestic and global AI ethics and reliability issues, (2) designing citizen-centered policies, and (3) identifying inter-ministerial policy tasks to help Korea become one of the world’s top three AI powers. Professor Myungjae Moon of Yonsei University’s Department of Public Administration has been appointed as the forum chair.

In line with “the Framework Act on the Advancement of Artificial Intelligence and the Establishment of a Trust Foundation” (AI Basic Act), promulgated on January 21, 2025, and the new government’s Sovereign AI strategy, the forum brings together 23 experts from academia, industry, civil society, and the legal community. Participants discussed ways to strengthen the ethical foundation and build public trust amid the rapid evolution of AI. The AI Basic Act includes provisions such as (1) the establishment and publication of AI ethical principles (Article 27), and (2) the formulation and promotion of measures to strengthen trust in AI (including ethics implementation plans, education, and outreach). These provisions significantly reinforce the legal foundation for the ethical use and trustworthy deployment of AI.
Since 2022, KISDI has led the AI Ethics Policy Forum, fostering ongoing discussions at the intersection of technology and society on key themes such as (1) the ethical and legal challenges of generative AI, (2) the expansion of AI ethics education and literacy, and (3) international cooperation and policy directions for AI ethics.

Building on the outcomes of the past three years, the 4th “AI Ethics Policy Forum” aims to enhance procedural legitimacy and policy implementation capacity through broader stakeholder participation. It will serve as the “central axis of the AI ethics ecosystem,” connecting national legislation, industry responsibility, and citizens’ rights.

At the launch ceremony, KISDI also unveiled outcomes from recent initiatives, including “the AI ethics impact assessment (focused on AI-based video synthesis services),” The self-checklist for practicing AI ethics standards focused on AI-based video synthesis services), and educational content on AI ethics designed for AI industry professionals.

President Sangkyu Rhee of KISDI stated, “With the rapid advancement of AI technologies, societal and structural changes such as the marginalization of human labor are accelerating. I hope this forum will serve as a focal point for national dialogue—not only on the ethical use of AI but also on addressing its broader social impacts.”
