The Korea Institute for Information and Communication Policy held a seminar titled "Methods of improving the mid-to-long term broadcasting system and reforming the forward-looking regulatory system - broadcasting and communication for the people, system improvement for the future" at the Korean Broadcasting Institute, Mokdong on November 28 (Thursday).

The seminar, sponsored by the Korea Communications Commission, was designed to gather opinions about the draft based on the discussion result of the "mid-to-long term broadcasting system improvement implementation team of the Korea Communications Commission", including the "objectives of the mid-to-long term policy direction in line with changes in the media environment, ways of improving the future-oriented regulatory system improvement to spread the over-the-top (OTT) service, and a method of recovering the publicity of the broadcasting system and a sound media ecosystem based on reform of the regulatory system.

The seminar began with a speech by Sang-hyeok Han, chairman of the Korea Communications Commission, followed by Jong-won Lee, director of the Department of Broadcasting & Media Research, KISDI, regarding the "prospects for changes in the media environment and the mid-to-long term policy direction. Wuk Huh, a permanent member of the Korea Communications Commission, hosted the ensuing discussion, and Chun-shik Kim, chairman of the Korean Society for Journalism & Communication Studies, Dong-seop Han, chairman of the Korean Association for Broadcasting & Telecommunication Studies, and Byeong-wu Sohn, chairman of the Korean Association for Press Information, each made a suggestion.

In the second session, Jun-ho Hwang, researcher at the Department of Broadcasting & Media Research, delivered a presentation on the theme of "OTT policy direction and a method of future-oriented regulatory system arrangement". The ensuing discussion was hosted by Nam-hun Kwon, professor at Konkuk University, with the participation of Heung-soek Ko, manager of the policy planning team, Korea IPTV Broadcasting Association, Dong-won Kim, policy advisor at the National Union of Mediaworkers, Jeong-hyeon Kim, professor at Korea University, Seok-hui Nam, policy office manager, Korea Broadcasting Channel Promotion Association, Seok-cheol Park, policy member of SBS, Ho-cheol Shin, manager of the media policy team, Korea Cable TV Association, Hui-ju Lee, director of the platform business division, Wave, Se-gyeong Choi, researcher at the Korea Small Business Institute, and Seok-hyeon Han, YMCA team manager.

In the third session, Jong-won Lee, office manager, delivered a presentation on the theme of "Method of improving the publicity of the broadcasting system and recovering a sound media ecosystem." The ensuing discussion was hosted by Myeong-hyeon Kang, professor at Hallym University, with the participation of Ko Chawon, co-chairman of the Local Broadcasting Council, Hyeok Gwak, executive director of the Korea Advertisers Association, Dae-shik Kim, team manager at the KBS External Cooperation Department, Dong-chan Kim, secretary-general of the People's Coalition for Media Reform, Yeoung-su Kim, manager of the policy department, KNN, Myeong Yoon, secretary-general of Consumers Korea, Su-young Jeong, researcher at MBC, Jun-hui Jeong, adjunct professor at Hanyang University, Gwang-muk Choi, assistant general manager, policy planning team, TV Chosun, and Dae-shik Hong, professor at Sogang University.
